If you are playing a tank, Bramble Vest counters Fiora. This is a very cost effective buy, and you do not need to fully upgrade to Thornmail until later on in the game. Sitting on Bramble Vest is enough.

If you are not playing a tank, investing in an Executioner's Calling can counter Fiora. Fiora is dependent on healing to sustain through lane and take winning trades.

Parry is one of the highest skill-cap abilities in the game. It is a constant mind game between you and Fiora so don't be predictable with your cc. Successfully baiting Parry is often the difference between a kill and a death.

Be aware of where your vital is. If it is facing Fiora, you can play passively until it refreshes and faces a direction that is more difficult for Fiora to hit.

Fiora needs to hit all 4 vitals in order to gain the healing buff from her . You can counter Fiora by standing next to a wall and making sure she can't hit the last vital. This is particularly useful if she is diving you under turret and needs the heal to survive.

Fiora is a beast at split pushing with Ravenous Hydra and her auto resets. You must either commit to picking her off when she overextends, or trade some other objective on the map.
